About the Resource Team

The Resource Team of the Tulare County Counsel's Office provides general legal services to the Tulare County Board of Supervisors, the Tulare County Planning Commission, the Tulare County Local Agency Formation Commission, the Tulare County Redevelopment Agency, the Tulare County Association of Governments, the Tulare County Employee Retirement Association, the County Administrative Officer and all other County Agencies, Departments and Offices.  In addition, we provide general legal services, when called upon, to 14 Veteran's Memorial Districts, 13 Public Cemetery Districts, the Lemon Cove Sanitary District, the Tulare County Resource Conservation District.   

The general legal services provided by the Resource Team include informal legal advice, formal written opinions, the drafting or review of contracts and other legal documents, review of Board of Supervisors agenda items from our clients, assistance in public works and redevelopment projects and in the acquisition of real property by purchase or lease. 

The Resource Team defends against litigation challenging County decisions on land use and environmental law issues and assists County departments in dealing with persons involved in federal bankruptcy proceedings.  The team provides code enforcement advice and enforcement litigation service to the Environmental Health Services Division of the Tulare County Health and Human Services Agency, the Tulare County Resource Management Agency, the Tulare County Fire Warden and the Tulare County Agricultural Commissioner/Sealer of Weights & Measures.  The team also provides legal representation to the Public Guardian in probate and "L.P.S." conservatorship matters and court hearings.

We do not handle general tort or contract litigation or provide advice or assistance on personnel matters. Legal services for such general litigation and personnel matters are provided by the Labor and Litigation Team of the Tulare County Counsel's Office.

The Team: The Resource Team legal staff currently consists of Chief Deputy Clinton O. Sims II, and Deputies Barbara Booth Grunwald, Marit C. Erickson, Jennifer Nielsen, Jennifer Takehana, Jeffrey Kuhn and Matthew Wang.  The team attorneys are assisted by Paralegal Michelle Marquez.
