The office of County Counsel renders legal services to the County of Tulare and related public agencies, and risk management services to the County. Legal services include representing and advising the officers and employees of the County and related public agencies in matters of civil concern. Public agencies represented include but are not limited to the County, the courts, the judges, and a variety of special districts and joint powers agencies located within the County of Tulare.

County Counsel's Risk Management Team is charged with protecting the County's assets (employees, physical assets and fiscal assets). Risk management services include administering the County's General liability, Medical Malpractice, Disability Management, Insurance and Safety programs, as well as overseeing the County's Workers' Compensation 3rd party claims administrator and reviewing County contracts for compliance with the County's insurance requirements.
